Q: Problems downloading photos from iPhone to Photos

I have my iCloud turned on and optimise storage on my iPhone enabled. When I connect my iPhone to my computer and try to sync with Photos it doesn't recognise all the photos on my iPhone. I believe this may be because of the optimise storage feature I have which means the full sized images are all going to the cloud and not on my phone. Is there any way to ensure that all the images can be sent from my phone to the Photos app directly without having to go via the iCloud to download? TIA

iPhone 5s, iOS 9.3.2

There are many iCloud services - which ones are you using?

If you use iCloud Photo Library they the sync is automatic and you do not do a manual sync - it is the only service ofering optimized photos to save storeage on devices with limited storage  --  iCloud Photo Library FAQ - Apple Support

My Photos Stream does not sync but streams all new photos form each device to all others and not manual sync is needed except for video - My Photo Stream FAQ - Apple Support

iCloud Photo sharing only shared selected photos in a reduced size

I'm using the iCloud photos, but the photos downloaded from my iPhone there don't show up in the MacBook Photos app on my computer.
