Likely because that version of Safari is outdated and you can't be updated without updating OSX.
Currently only FireFox is being updated but that stops I think in August of this Year.. Google stopped updated Chrome for less than mavericks April of this year.

See if you can update to El Capitan

Hi,

At least for the time being you can use use Firefox to access that website.

At this time the minimum requirement is v10.6
