Books bought from other stores can normally be read on Apple devices using the free ereaders which those stores provide.
That said, it may be possible to read books in .epub format (not .ibooks format) obtained from the iBookstore on a PC as long as they do not have DRM. For that you would have to install a windows .epub reader of some sort on the PC.
