I understand that you are having an issue with installing iTunes on your PC. I can help you out with that.
I would start with looking over the first article below. It looks liek you have done most of this already but give it shot to see if there is anything you missed. I know you mentioned that you reinstalled but have you uninstalled iTunes. If you have not, make sure to follow the steps in the second article to properly remove iTunes and its related componets.

Thanks for your prompt reply. I found that I had other problems besides this one. I ended up doing a manual upgrade of Windows 10. This seemed to correct the problems. I have saved your reply for future reference.
