No - your iPhone needs to be running the latest version of iOS in order to pair your Apple Watch.
(Note: you are not talking to Apple here - this is a user-based community).

If you have an third party app installed that won't run on the latest version for iOS 9.3.2, check with the app developer to see if they plan to update for 9.3.2 compatibility.
