Try a Forced Restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. You will not lose anything.
If a forced restart does not help try a System Restore. First backup your device using iTunes. Also import your photos to your computer and copy all important data. Try restoring from backup first and testing it. If it does not help, you may have to restore as New and reconfigure from scratch as the backup could be corrupted. For this reason it is important to have your photos and data saved separately from the backup. Here are the steps for a Restore:

May 27, 2016 6:24 PM in response to madhatter10_6by Texman21,Yes!!! Exact same issue and more. I have to belive for every 1 person that reports this issue, there are thousands experiencing the same issue but not coming forward.
After the IOS 9.3.2 install, my iPhone 6s Plus speaker phone quit working all together. All iTunes music or any other app that uses the speaker on the iPhone will essentiall time out. I get error messages when trying to watch YouTube videos, cannot year keyboard taps, cannot sample ringtones, or adjust other sound notifications.
In addition, the video function on the iPhone camera app ceases to work and will automatically switch back to the home screen. There is a delay in the length of time to open camera to take photos and will often flicker.
I've reset back to factory settings twice now and I continue to have the same issues.
We all need Apple to resovle this in a very timely manner. Please help.
