If the backup was to iTunes, you can use that to restore to the same device or to a new iOS device: Restore your device from an iCloud or iTunes backup - Apple Support or you can use a 3rd party utility to extract data from the iTunes backup. One example is https://www.wideanglesoftware.com/ibackupextractor/
If you had the photos (or contacts or other data) synced to iCloud, you can log in to https://www.icloud.com/ from a computer and download from there.

When you get a replacement iPhone just use the same apple ID / password
In setup when it aks you if you want to use iCloud back up say yes do this over your WiFi .
