Q: When trying to download an APP it says your Apple ID is disabled

When I try to download a new APP or try to buy something through iTunes on my iPhone it says " Your apple ID is disabled"  I changed my password but it has not worked. It even says the same the same thing on iTunes on my computer.

iPhone 5c, iOS 9.3.1
