If that is the case, you need to log out of iMessage and FaceTime and then log back in after restarting the device with the new SIM in the phone. That should activate iMessage and FaceTime with the new number.

Does this mean that when you attempt to activate them they say in the "waiting for activation", or are you seeing another error? See this support document for activation errors with iMessage and FaceTime. If you get an error when trying to activate iMessage or FaceTime - Apple Support
Did you receive a new SIM for this new number? How was this number changed? Make sure that you have an SMS provision on your account for the activation to take place. If this is not the problem, please try explaining it better.
