Q: I have an iPhone 6s with Verizon. Can I send/receive calls (using that service and the Calls on Other Devices feature) on my iPhone 5s which had service with AT&T, but has no service now since I switched to Verizon?

Note: I'm able to get both phones to ring with an incoming call, but the 5s will not dial out. As soon as I dial a number, it says Call Failed.

iPhone 5s, iOS 9.3.2

Don't dial a number. Try choosing a contact from the contacts App, and tapping the phone button.

With that said, I don't think outgoing calls will work over Continuity from another iPhone. since an iphone is designed to make calls through its own service.

The support document you came from does not mention calls from a secondary iPhone at all, it does point out MAcs, iPads and iPod touches,  which leads me to believe it won't work.

It works from devices such as iPads and Macs, that have no other way of placing a cellular call.

I'll try that, and thanks for your response. I thought the same as you at first that it can't work with another phone, but I at least have both phones ringing, so I thought maybe I'm just missing something or need to tweet the settings.
