If you have AppleCare+ you can get a refurbished replacement at a big discount.
Otherwise, perhaps a refurbished used model from Apple will do?

If it does power up, but can't be controlled because the touch screen doesn't work (touch or display) then there's a chance. Low chance under two conditions.
1. You have it set to automatically upload to iCloud Photo Library.
2. You have it set to automatically sync via iTunes.
You can always try connecting it to your computer, and if it was synced to that computer before, if it is recognized by the computer, launch your photo app and see if there's anything to import.

Those photos & contacts are gone.
