I have an ipad owned by a previous owner, but I have no idea who that person is. the ipad has Find my Phone activated, and I have no way to contact them to have them disable the feature so that I can change to my Apple ID account can you help resolve this issue?

No. The activation lock is an anti-theft measure; Apple won’t unlock that iPad for you, but if you bought it through a place such as Amazon or eBay, you might be able to get a refund for it.

if it has Find my phone activated it is because it was lost.  You should bring it back where you found it or bring it to a police station maybe they made a Police report. Usually there is a message appearing saying that it was lost and the person can put a number where you can call to return it.  That would be a nice gesture.
