If you trained them using an infra-red (IR, old-style) remote, operating the Siri remote volume buttons does not switch the TV input, while hitting the home button does, just as you suggest. But the volume control can work in other ways (HDMI-CEC, bluetooth) which may have different results. Also, I trained mine a couple of tvOS generations back, so the implementation may have changed. Try retraining the volume control.
