Q: I cant access my time capsule from my ipad ,, ios 9.3 ,, using airport utility ,, any problem with application ??

I understand that you are having an issue with your iPad not connecting to your Time Capsule. Let's go over how to get it to show up in Airport Utility. 

If this is the first time setting your Time Capsule up, you will need to set it up in Settings > Wi-Fi and you will see the option to set it up. If it has already been established, then you will want to restart your Time Capsule so that it will show up in Airport Utility to make changes to it.
