Getting OS X 10.10 — because it's not current — means using an existing entry in your Previous Purchases in the Mac App Store, or getting a download code from Apple.
If you're downloading either OS X 10.10 or 10.11 via the Mac App Store (and that would be expected), then here are some troubleshooting steps; those can usually get the download restarted.

Jun 1, 2016 9:24 AM in response to MrHoffmanby Stachesquatch,I'm the new owner of this used Macbook and am just starting it up, the OS has been erased. I've tried starting it in internet recovery mode and the only option I can seem to get is 10.10 (which doesn't work).

Jun 1, 2016 11:56 AM in response to Stachesquatchby MrHoffman,Use another local Mac and build an OS X 10.11 installer on USB there and then boot and use that on this erased Mac, or go to the Apple Store and get some help from them, or call Apple Support and ask them to help get this sorted.
