Not on an iPad they don't. iPads do not allow remote control of the screen with any App.

In any case, with Facetime you can press the home button while on a video call, and the video feed will be shrunk down to a corner, and you can then open any app you want, and the video feed will stay in the corner over the other app.
This is a new feature with iOS 9 called Picture in Picture:

Not sure if this works with Skype however.
