Jun 1, 2016 12:49 AM in response to BORg529by D.Cohen,Try to reset your device. This won't delete your data stored on this device.
- Press and hold the Sleep/Wake button
- Press and hold on the Home button
- Keep holding both buttons until the display turns off and back on with Apple logo on it.
Alternatively, you may go to Settings - General - Reset - Reset All Settings

Jun 1, 2016 1:03 AM in response to BORg529by ckuan,Is your iPad link to your iPhone?
To do SMS you'll need to link iPad to your iPhone.
Note: SMS is using the voice line so having an iPad with cellular will not do SMS.

Jun 1, 2016 6:13 AM in response to ckuanby BORg529,Tried what previous post said, did not work. My mini 4 linked to iPhone 6, I check around this forum, I probably need to install a app to do SMS, even if I have current iOS?

Jun 1, 2016 6:19 AM in response to BORg529by Michael Black,You don't need an app. As long as your iPhone has an SMS texting plan provisioned on it, and you use iOS's continuity feature to link the iPad to the iPhone (Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support) you can send and receive SMS texts using your phone as the actual sender and receiver. For continuity to work, both devices must be connected on the same local wifi network, and both must have bluetooth turned on.

Jun 1, 2016 10:02 AM in response to BORg529by ManSinha,Both devices need to be in the same WiFi environment for it to work

Jun 1, 2016 2:58 PM in response to BORg529by Michael Black,No, hotspot has nothing at all to do with iOS continuity. Both devices must be on the same local wifi network, and both must have Bluetooth turned on as BT is used for the initial handshake exchange for the two devices to setup their trusted ad-hoc network connection

Jun 2, 2016 12:21 AM in response to Michael Blackby BORg529,Thanks for reply. But now Bluetooth pairing between my iPhone 6 and iPad Mini 4 is taking forever. Both of my iOS devices are on Bletooth discovery mode, and on same WiFi network. (Home)
