If you are connecting via an IP address or cellular data network that is clearly not in the USA, ABC may restrict access. Many location restricted apps or features are not based on any setting, but are based on where you actually are in the world.

I am presently in the USA. i went back to the ABC app and this time it recognized the region. Weird! The settings have never been changed since I purchased this IPad.
