Thank you for using the Apple Support Communities!
From your question, I understand that you would like to know if you see all of your photos in the Photos application on your Mac. You mention iCloud, so it does sound like you have iCloud Photo Library enabled.
If that is correct, all of your photos are in the Photos application and iCloud both. iCloud Photo Library works to place all of your photos on iCloud and distribute all of them across your devices, including the Photos app on your Mac.

Jun 2, 2016 10:12 AM in response to joe_7399by shubunkin,I have had iCloud Photo Library enabled on all three of my devices but it filled up. I then decided to backup my iCloud library images from my main iMac, but when I tried it failed. So instead I switched it it off and left My Photo Stream and iCloud Photo Sharing enabled.
I was hoping that Photos would simply show me just the iCloud images which I could then select and drop into a local folder, and then delete them from the iCloud, thus releasing more space.
I should point out that my iMac has 485GB+ of images - which don't all need to be on iCloud, but I'm not sure if I can selectively send them to iCloud.
