For Pages, Numbers and the rest of the Apps, tap on the cost and it should turn to a download option without charging you assuming the iPad is brand new, and has not been owned by anybody else previously.
Alternatively, go into Settings->iTunes & App Stores->Apple ID, and sign out. Then sign back in. This usually refreshes the info, and the button should turn into a cloud or "Get" button.

Notes is included on your iPad as part of iOS. You have it already.
For the rest, follow the process in the link Kilgore-Trout provided you and assuming you really have an iPad Air or later.
