Q: Installing on multiple systems
I'm thinking of building a home server using OSX Server and before I purchase addition hardware, I'm considering installing it on a MacBook Pro to become familiar with it. Just wondering if I do, will I later be able to install it on a new Mac at no charge? The app in App Store is tagged as Family Sharing = yes which for other apps lets you install on as many devices as you like within a family. Just wanted to make sure.
Thanks,
D

Yes. Assuming you log in with the same Apple ID that was used to purchase it on the original device. Your app catalog follows the user account, not the hardware.
I will admit, I don't have experience with Server.app and its interaction with Family Sharing. I would assume that if other Apple apps are available via Family Sharing, this would be also. However, I suspect that you will be using your Apple ID on both devices so Family Sharing is not a consideration.
