You mean that you being charged for your sister's purchases ? If it is then see the page that you posted from :

After you set up your family, any time a family member initiates a new purchase it will be billed directly to your account, unless that family member has gift or store credit. First, their store credit will be used to pay the partial or total bill. The remainder will bill to the family organizer's card. As the family organizer, any receipts generated by the transaction will be sent to you. Learn more about how iTunes Store purchases are billed.

Thank you very much for answering. Maybe I should clarify this, I am not talking about buying the Spotify app, I am talking about the membership of Spotify, which my sister enrolled by accident , and billed me for 3 month before I notice that. I understand that any purchase on my sister's itune store will be billed to me, but I don't think Spotify has the right to use Family share system. First, Spotify links to people's facebook account, not Apple ID, so it should charge the owner of the facebook account, rather than go to the owner's Apple ID, and than go to the owner's Apple ID's family, and then go to the parents. If you say any App downloaded from Apple store has the right to bill the family, so anything bought from Amazon app by members will be paid by parents without notification? I think the system is really convenient and easy to use, but the one thing I and upset about the lack of notification nor any receipt. Spotify do bad at notification, they don't even notify me when I was the one who enroll in monthly payment.  However, the family share system should not be like this, any purchase should be send to the parents before processing.

Apple initiated the arrangement with Spotify when your Sister requested it, they do have the right to transfer your Sister's wishes into real life actions.

Assuming it happened as you state.

If she used the Spotify app on an iOS device then it's an in-app purchase, so will (if she didn't have a balance on her account) have been billed to you as the family organiser - as the family organiser you will, or should, have received the emailed receipt for her purchase. If she's young enough you can enable 'ask to buy' on her account so that you have to approve all of her downloads : Request and make purchases with Ask to Buy - Apple Support

If she's too old you can either continue to use family sharing or remove her from the family.

Thank you guys for answering. I am ok paying for my sister (she is old enough to waive "ask to buy"), just a little concern that the sharing system could secretly charge me for 3 month, and none of us got notification from that, there was no statement or receipt. I know the apps she bought from apple store will show up on statement, but why the membership she enrolled will not.

There should be a notification (receipt for every transaction that occurs, could you possibly have missed it?

I don't think so, I check email quite frequently, and I keep getting statements about apps purchasing each month, but none of them mention the enrollment of Spotify membership. Besides, Spotify would not even notify me when I enrolled mine, so I don't think it will send Apple a notification, and then let Apple send to me. However, now is Apple who is charging me, there should be a receipt. ( I blame Spotify for this, but I am in Apple support community, so...please understand).

I get a monthly receipt for any and all subscriptions via iTunes, as well as iTunes purchases. I do not know why you do not.
