How are you using iCloud on your iPhone? Is iCloud Photo Library enabled on your iPhone? Then the libraries on your iPhone and on iCloud are synced. Deleting from your iPhone means deleting from iCloud and all other devices syncing with iCloud Photo Library.
iCloud is primarily a syncing service and not an external storage for photos.
The way to save storage on your iPhone is not deleting photos but to use "Optimize Storage" then the original full versions of your photos will be stored in iCloud, but on your phone you will only have smaller thumbnails for browsing. The iPhone will download the full version, if you want to seat.

Jun 6, 2016 9:18 AM in response to léonieby Mops128,Thanx for your reply! Yes i use the optimize storage setting on my iphone. But i get that it's only a syncing service now, so that i can't save all my photos in the cloud and delete them from my device. That was my question actually. So thank you!
