You cannot pair ATV to an iPad. You can pair keyboards, headphones, speakers, and game controllers.

If you want to control ATV from iPad, there's a Remote app in the app store. It's especially useful for the keyboard.

    Are you trying to use iPad to set up ATV? If so, is it close to ATV, and is bluetooth turned on?

    You may have to use manual setup if it doesn't work.

    If you are doing the initial setup, I found it to be buggy.  Restarting the iPad should do the trick.

    If you are attempting to link the iPad to the ATV under any other situation, it will not link with Bluetooth.
