You would need to patch the java code to make it run. This can redone by inserting a private API key to give you access to the Google servers, see:

Or update to iPhoto 9.6.1, which uses different location servers, if you have an App Store version of iPhoto:

Can't Update iPhoto because it is not available in the App Store.
You can use third-party software to add GPS to your photos, I am using Jetphoto studio, but try Howdah Geo, or exiftool: Geotagging with ExifTool
