I Need help. Grandmother inadvertantly shut down iTunes account. We have a different form of payment now. How can my son retrieve his music?

What do you mean 'shut down iTunes account' ?
If an account has been disabled for security reasons then resetting the password might fix it : If your Apple ID has been locked - Apple Support
You might then need to log out and back into the account wherever it's being used : What to do after you change your Apple ID email address or password - Apple Support
If that doesn't fix it then contact iTunes Support : https://www.apple.com/emea/support/itunes/contact.html
If you want to change the payment method on an account : Change or remove your Apple ID payment information - Apple Support
