I Dealt with same issue last year. In Setttings/iCloud/Mail make certain you have the individual settings the same on all devices. It helps to make a chart with devices on top, settings in left margin. Do a checklist in the chart so you are making sure all devices "march the same step To the same beat". This simple exercise have helped me so much to get my three devices in sync with the Cloud. Good luck!
