- Press and hold the Sleep/Wake button
- Press and hold on the Home button
- Keep holding both buttons until the display turns off and back on with Apple logo on it.
Alternatively, you may go to Settings - General - Reset - Reset All Settings
If this does not help, restore your device to factory settings. Note that this will erase the data from your device.

I also have problems with an USB-interface (RME "babyface pro") under iOS 9.3.2 / garageband. The device is recognized and it is possible to choose the input-channel (it has four analog and eight ADAT inputs) but there is no sound coming in. But the outputs are working and is it possible to do recordings with another USB device (Fostex DC-R 302 recorder / interface). Apple support had no solution and then they didn't call me back for a second time (we arranged this...). I think, they changed something in iOS 9.3 (core audio?).
