Thank you for reaching out to the Apple Support Communities and Congrats on your new iPad Pro. I have a few steps that may help get it to communicate better with your Windows PC.
You've got a great start already with all of your software up to date. Our next step from here would be to ensure your drivers for the iPad are up to date as well. Since it appears that your older iPad is working as expected but the new one is running into trouble start with the new iPad Pro connected to your computer, but keep iTunes closed for now.
This article details the steps to update the drivers :
If iTunes doesn‘t recognize your iPhone, iPad, or iPod
If you scroll down to the section labeled "If you use a Windows PC" it will walk you through the steps to check for the driver and update if necessary.
Once you've complete those steps, reset your PC and try once more to sync you new iPad. If the issue persists, then I suggest you follow through the steps in the support article below:Fix unexpected quits or launch issues in iTunes for Windows
