Q: Deleted all photos by mistake on iPhone. Can I get them back?

Backing up completely deleted photos on iPhone 5S.

From your post it looks like you deleted all your photos and deleted them from the recently deleted photos thinking they would still be in the cloud. 

 

 

It sounds like you could possibly be using iCloud Photo Library. If you are take a look at this article: iCloud Photo Library FAQ - Apple Support

 

 

If you have iCloud Photo library enabled your photos are synced across all your devices include on iCloud. If you delete a photo off of one device it gets deleted on all the devices including on iCloud.
