There should be a section on this receipt (assuming it is a receipt you received) saying 'Report a problem'    Report this as your problem.

If it was a genuine message from Apple then the purchase will show here https://reportaproblem.apple.com/ and you can use the links there to try to resolve the problem. On the other hand it could be a scam email with links to a clone of the iTunes login pages designed to steal your AppleID. See these support resources:

    Identifying fraudulent "phishing" email

Identifying legitimate emails from the iTunes Store

    Phishing and Other Suspicious Emails

The last one includes information on forwarding the original message with headers to Apple at  reportphishing@apple.com which, one hopes, they might use to take down fraudulent websites.

As a point of principle never use a link in an email to access any website where you sign in. Use existing bookmarks or the address bar in your browser instead.

What 'Apple Billing' is it showing on ? Do you mean your (or family members if you are a family organiser in family sharing) purchase history in iTunes, or a (phishing ?) email ?

That is from an iTunes receipt ?

To contact iTunes Support : http://reportaproblem.apple.com

Or you can try (they are likely to want the order number) : https://www.apple.com/emea/support/itunes/contact.html

The billing or statement only says :

    Apple    Receipt

The movie in question dose not show up on the list of purchases....maybe if I wait a few days it will show up right now the only place it shows up is on the billing from Apple Itunes...

I'm going to assume that you are seeing 'Apple Receipt' on an emailed receipt.

My purchases have always (on the occasions that I've checked) shown pretty much immediately on my account's purchase history on my computer's iTunes, and on the 'report a problem' site (on the two occasions when I've had problems with what's downloaded and needed to contact Support). It doesn't show on iTunes nor the 'report a problem' site, and you only have the one account (if using family sharing you were logged into your account to rent the film, an organiser receives receipt for members purchases ? If it is the emailed receipt you should have the order number on it, so could potentially use the above contact form

There is indeed a simple answer, and here it is.

Log into your iTunes account>go to "Account" on the top of the screen>scroll down to "View My Account">you will be prompted to sign-in again>scroll down to "Purchase History" and click on "See All">scroll down to the bottom of the page and click the "Report a Problem">scroll to the purchased item and beside the purchased item you will need to scroll over the "Report a Problem" next to the purchased item name>you will be prompted what the issue is.  Boom your done.  Apple is good to their customers and take care of them.
