Q: Why would apple make it so you cannot use AirPrint with its base-stations?

I used to print from my iPhone 6 to my HP LaserJet 400 MPF M425dw and recently I have been attempting to print from my phone and have been unsuccessful.

I decided to look it up and found this:

  • AirPrint devices connected to the USB port of an Apple AirPort Base Station or AirPort Time Capsule don't use AirPrint. If your printer includes AirPrint, connect it directly to your Wi-Fi network or the Ethernet LAN port on your Base Station to print wirelessly.

When did this silliness happen, and

Why would Apple make it so that we are unable to print from our iPhones when using devices specifically made by or for Apple products?

I am not able to plug the printer directly into the cable company's router. How can I print to from my iPhone?

I have a MacBook Air running El Capitan (10.11.5), an iPhone 6  (iOS 9.3.2), and TimeCapsule (7.7.7), and HP LaserJet 400 MPF M425dw (AirPrint printer).
