Q: just bought a new apple tv and cannot set up via iOS device as it is saying the apple id and password cannot be verified

just bought a new apple tv and cannot connect it through iOS device. It seems to say that the apple id cannot be verified?

using iOS 9.2.3

I have now tried using 2 different apple id accounts but it recognises neither.

please help
