She can't download anything because it constantly asks for Apple ID, and when it does work it kept asking for her credit card, even if it was a free app. It just kept loading and loading. I fixed it by giving a different Apple ID( or credit card) then log out(or remove it) and then added her one back again(ID or credit card). Hope this helped.
Note:
Try and hard restart iPod(home button + power button)

- Reset network settings: Settings>General>Reset>Reset Network Settings. All your wifi and bluetooth preferences and settings are reset. Information (such as contacts and calendars) and media (such as songs and videos) aren’t affected. You will have to rejoin wifi networks and re-pair BT devices
What happens when you log into your account/ID and verify your payment method?

Jun 10, 2016 3:05 PM in response to crunchyfrenchfryby gail from maine,Two Step Verification is a sign in process that requires you to enter a 4-digit verification code that is sent to one of your devices. It also requires an App-specific password to sign in to Messages and FaceTime. So, that was why I asked. If you are using it, and you try to sign in with your regular Apple ID password, you won't be able to sign in.
However, if you were using Two Step Verification, you would know it, so the situation described above would not apply to you.

Jun 10, 2016 4:29 PM in response to gail from maineby crunchyfrenchfry,no im not using that. so what happened exactly was a thing pop in my screen which said " go to settings to verify your apple ID" just randomly out of nowhere. so i went to settings to do that and it just loaded forever so i just gave up and did my thing on other apps. later on i went to settings>itunes and app store andi was signed in. i also went to icloud to signed into that. everything is sign in except my imessage and facetime..i tried signing in but it just say "unable to sign into imessage"

Jun 13, 2016 4:52 PM in response to gail from maineby crunchyfrenchfry,ok well that problem is fixed, it somehow just worked but now i have a bigger problem. my Ipod is glitched out or something. i was on clash of clans then tried to go back home but it freaked out and now its stuck it wont load anything. i tried to reboot it but its not able to it just turns on, opens the screen from home screen with my game file open. it doesnt even ask for my password . ugh sorry this sounds like nonsense. i dont know how i can explain it
