Supposedly, to share files with other users on the same computer, you drop the file into the PUBLIC folder and it will be accessed by other users. No way! File does NOT appear with any other user. Also, there is no SHARED folder either, in spite of a "search" for such.  I've tried this repeatedly.  I'm NOT connected to a WiFi internet system (except for this exchange I use internet at a local cafe).

Why is sharing info between two users on the same computer such a pain in 2016?

It shouldn't be such a pain. When you select the startup drive (usually called Macintosh HD), you should find a folder called Users. Can both users see that particular Public folder? (There is no folder called Shared normally.)

Try going to the hard drive level Users folder. From there, select the user whose public folder you want to access. You should be able to access it there. Another option is to use the Shared folder in the User folder.

...drop the file into the PUBLIC folder and it will be accessed by other users. No way! File does NOT appear with any other user.

Hmm, consider checking the permissions of your Public folder for "everyone" is set to "Read only" and NOT "No Access."  To do that, click once on your Public folder, then go to the File menu and select Get Info (command + i).

Alternatively, as Eric Root suggested, "use the Shared folder in the User folder."

Also, there is no SHARED folder either, in spite of a "search" for such.  I've tried this repeatedly.

The User folder is one level above your Home folder. See screen shot... Note that the permissions for the Shared folder are Read & Write for all.
