Q: Why I should put a payment method to send an apple gift since I don't have one?

First I redeemed a card to make an in app purchase but the app was bought from my brother's ID so I tried to send him an apple gift to purchase it for me but when I tried to send the apple gift they told me that I should have a payment method to send it to him. Now I am thinking to make an iCloud family sharing with him to try if that will help.

So I can't buy an iTunes gift card with my ID, isn't it?
If you mean using your iTunes account's balance then no, you can't use it to buy a gift card or to gift anything - your account's balance can only be used to buy iTunes content for your account.
