Q: How do I get back into my account after it had too many incorrect verification attempts to add a rescue email?
How do I add a rescue email to my apple account after I've had too many incorrect verification attempts on the answers to my security questions? I lost my phon and need to get into my account to get contact, and all my pictures.

You can not set up a Rescue Email address if you have forgotten your passcode and Security Questions. You won't be able to retrieve anything from your Phone using your Apple ID. If you have iCloud, and you are using iCloud Photo Library, you would be able to see your photos there, and Contacts would also be on iCloud. You would need to sign into iCloud.com.
If you are locked out because of too many attempts, then you will have to contact Apple Support to get a Reset link sent to you: ACCOUNT SECURITY SUPPORT
