If you do not wish to use cellular data, you can turn that off completely in Settings. Otherwise, you will see some cellular data usage, even if you are in a wi-fi area. Push notification will use small amounts of cellular data, since wi-fi will go to sleep when the iPhone is not connected to power and the screen is locked.

My wi-fi assist has been turned off from the beginning, but recently I've discovered under my cellular usage that it is still using data (~80KB in the last 2 weeks). Why is this happening? How can I turn it off off?
There are 1024 KB in every MB and 1024 MB in every GB. 80 KB is smaller than a common text document. If this feature was off and you had used 56 MB of data, I might raise an eyebrow, but I would not take this to be something that would require troubleshooting further. You can reset your statistics for cellular data use at the bottom of the page you are referencing this from. That way it will display all data usage from this point forward so you can have a clear understanding of what apps and services are using what data. Your phone does keep a consistent data connection with your carrier the same way you keep a consistent data connection with your ISP at home. Your service pings back and forth to maintain the connection and you are not forced to "dial-in" anytime you want to switch to using carrier internet as a resource. This small data stream is usually in the KB range. It doesn't mean that it is defaulting to your carrier data for your other purposes such as youtube, apps, and safari.
