You can roll back to the last build of iTunes by uninstalling all components of the current installation, and then running the older installer. See this list of recent iTunes installers for direct download links. If you're rolling back from 12.4.1.6 to 12.4.0.119 there is no need to roll back the library, but in other circumstances you might need to do so using the method in Empty/corrupt iTunes library after upgrade/crash.
Having the iPod as the old location for your media is a risky strategy. It could be lost, stolen, damaged, or need restoring at any point. See Make a split library portable for background on storing a library in a portable shape on an external drive and Recover media from an iPod to retrieve the media.

Jul 16, 2016 10:14 PM in response to PenguinsFlipFlopsby Capster111,Im using itunes 12.4.1.6 and had the same problem until i clicked the playlist or music folder on of my ipod on itunes. After this, in the search bar on the top right of itunes, I clicked the magnifying class an unchecked "Search entire library" and instead, searched through "Filter by: All". This allowed me to browse for songs on my ipod the same way I did with older versions of itunes. Hope this helps.
