Try going to Safari/Preferences/Extensions and uncheck Enable for all extensions. Test. If the videos now play, turn you extensions on one at a time and test. See if you can find the one causing the problem.

Safari/other browsers – Website not loading
Try looking/posting here for Chrome.

Thanks for asking for help here in the Apple Communities. I will be happy to offer what I can for your issue about Fox news videos not playing in Safari or Chrome. As the steps and alerts are different in different browsers, providing a click-by-click guide is not possible, as I can not tell you if these plugins are installed, and upgraded to where they need to be. But, I will provide the best instructions I can for you to check this out.
The first think you want to check is if the Java version is installed, and current. You can do that by visiting this link: Do I have Java installed. Go there, and a pop up box should pop up asking you if you want to run the program to test your Java. Click "Run". If there are any alerts for the plugin being blocked, click the alert, and allow the plugin. If it is blocked by any number of non-Apple pop-up blockers, or other apps or security programs, I would not know the exact alerts provided, nor the correct steps to allow the plugin. Once you get the Java plugin allowed, you will need to refresh the page, and check once again. You can do this on both Safari and Chrome to check the Java version, and ensure it is not blocked, and that it is "trusted" by Safari. If it is not installed, or is an older version, install it or update it to get it working.
Once we know your Java is installed, updated, and allowed, we want to check the Adobe Flash player. Fox news videos use flash videos, and we need to check the same thing for Flash, as we just did a moment ago for Java. Visit this link in both browsers again. Adobe Flash You should see the dancing Adobe red box with a small white f in it, and then the version information shown just under that box, right side. If you see "blocked" or "missing plugin" in either Safari or Chrome, go ahead and click the alert, and follow the instructions to allow it, or install flash. Again, as with the Java install, if you need to fully install the plugin, you will need to refresh the website to check flash again.
Hope this helps get the videos playing in Safari and/or Chrome.

"The Chrome browser does not support NPAPI plug-ins and therefore will not run all Java content. Switch to a different browser (Firefox, Internet Explorer or Safari on Mac) to run the Java plug-in. "
Does this mean I am dead in the water regarding Chrome?

I disabled all extensions and jumped through every hoop I can think of...but no results, either here or on Safari. The library folders on my mac labeled "Internet plugins" and "input methods" had no content at all; there was no folder I could find labeled "scripting additions". Next I went to the Chrome Help link you provided and disabled the one extension it seemed to have (AdBlock). Nothing has yet changed.

Do a backup, using either Time Machine or a cloning program, to ensure files/data can be recovered. Two backups are better than one.
Try setting up another admin user account to see if the same problem continues. If Back-to-My Mac is selected in System Preferences, the Guest account will not work. The intent is to see if it is specific to one account or a system wide problem. This account can be deleted later.
Isolating an issue by using another user account
If the problem is still there, try booting into the Safe Mode using your normal account. Disconnect all peripherals except those needed for the test. Shut down the computer and then power it back up after waiting 10 seconds. Immediately after hearing the startup chime, hold down the shift key and continue to hold it until the gray Apple icon and a progress bar appear. The boot up is significantly slower than normal. This will reset some caches, forces a directory check, and disables all startup and login items, among other things. When you reboot normally, the initial reboot may be slower than normal. If the system operates normally, there may be 3rd party applications which are causing a problem. Try deleting/disabling the third party applications after a restart by using the application un-installer. For each disable/delete, you will need to restart if you don't do them all at once.
