Jan 19, 2016 12:35 AM in response to Susan E Moodyby lancasterbomber,HI Susan, have you tried setting up Touch ID / Fingerprint recognition so that you don't have to use the passcode to unlock your phone. You can set up multiple fingers / thumbs to authenticate with. I have found Touch ID the single most useful feature on the iPhone. The 6S is so quick at recognition it unlocks the phone in no time which can be a bit annoying if you only wanted to check the time or see your notifications. I don't think you can use Apple Pay without a Passcode or Touch ID as the phone cancels all your Apple Pay registreed cards when you change or disable your passcode. You can still use your cards just not with Apple Pay until you reregisiter them with passcode enabled. If you have the feature and you can use it, Touch ID is definitely the way to go. I hope this helps.

Jan 19, 2016 12:55 AM in response to mosinterby lancasterbomber,HI Mosinter, i was having this problem right at the start of adding a new card but before I even got to scanning the card. I tried most of the previous suggestions apart from a restore from backup none of which worked until I tried your fix. "Ta da" it worked. To repeat what I actually did:
Settings --> Touch ID & Passcode
Enter current passcode
'Turn Passcode Off" (Note this will de-register any other cards you have got set up on that device, if any)
Goto Wallet
+ Apple Pay to add new card
You will now be prompted to set a passcode which is a mandatory requirement for Apple Pay
With a passcode set you should now be able to continue to register your contactless enabled card with Apple Pay

Mar 15, 2016 5:03 PM in response to EDL2by Bob Perkins,I went to the Apple store with the same issue, could not restore from backup and that add cards back.
He went to settings -> reset -> erase all content and settings.
The had me restore the phone - but select - The New iPhone option. After this I then restored the backup.
It all worked.. Had I saw the above first - I would have given it a shot.

Jun 17, 2016 4:54 AM in response to mosinterby sanszen,I had the same problem when i restored my iphone 6. Followed the steps mentioned by mosinter and it worked like a charm.
I would suggest you to try these steps first before trying other troubleshooting options.
Cheers
