Q: Suspected stolen iPad

Hello all. I am suspecting that I have bought a stolen iPad3 from a guy on facebook. He told me initially that his sister has given him the iPad and he has lost the passcode. I am willing to find a way of how to know if the device is a stolen one or not. I am also willing to contact the owner and get his iPad back to him if it's really a stolen device.

Help urgent please.

Neither anyone here nor at Apple will be able to help you get that information

Apple does not keep any records of lost or stolen devices, that's not their responsibility.  Nor would any company divulge someone else's personal and contact information to you (that would be a huge breach of privacy if they did so).  There is no publicly accessible database or list of lost or stolen consumer electronic devices.  If you truly suspect it is stolen take it in to your local police and report the situation to them - they really are the only ones with a shred of hope of actually getting it back to the owner and answering some of your questions.

Without the passcode, you cannot use that device at all as it will be activation locked.  You could complain to Facebook I suppose - I don't use Facebook at all so have no idea what sort of policy they may have for such a situation.
