Q: My apple id has been blocked

My id had been blocked when I forgot my password and gained by email, lastly I submitted it wrongly again and agai. As a result my apple id became block and I created a new id with same email address, now getting email and setting password. But my iphone 4 does not support it. Please help and support me, how I can revive my mobile. If you will ask my to send IMEI, I will, but help me to get back my mobile.
