Q: Location Services stuck "on"

I am using 9.3.2 and cannot disable Locations Services. The toggle bar is greyed out. I have turned everything off or to "never" yet the Location Services toggle is still greyed out. Please advise me as to how I can turn it off.

 

Over the last few years I have continuously turned Location Services off and on. Previously I have never encountered any issue with turning main toggle off. Now it simply won't let me. I will be very grateful for whatever suggestions or advice you may have.

 

Steps I have taken:

Restarted the phone (multiple times)

Reset the privacy and location services settings

Manually turned off all the location services (except "Share my Location" under System Services is also greyed out and won't let me disable)

Checked restrictions (changes allowed)

Rebooted again

iPhone 5s, iOS 9.3.2

    If your restrictions are set to Allow then try a Forced Restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15 seconds until the Apple logo appears. You will not lose anything.

     

    If a forced restart does not help try a System Restore. First backup your device using iTunes. Also import your photos to your computer and copy all important data. Try restoring from backup first and testing it. If it does not help, you may have to restore as New and reconfigure from scratch as the backup could be corrupted. For this reason it is important to have your photos and data saved separately from the backup. Here are the steps for a Restore:

    If the above steps do not help, you may have to have it tested at an Apple Store.

    Did you check under System services?  If you have wifi calling enabled or find my iPhone, then you will not be able to disable location services.  You can turn off wifi calling in system services, but to disable find my iPhone you will also be prompted to enter your iCloud password.  Note that this will not only disable remote device tracking, but will also cancel activation lock on that device.
