Do you have the contacts etc.. on your iPhone?
If so, delete the backup in iTunes > Preferences... > Devices.
In iTunes with you iPhone connected and selected, Summary Page: make sure Encrypt local backup unchecked.
Right click on your iPhone (left panel) under DEVICES and choose Back up.
If you don't want to loss your backup content, another way is try some third party app to remove backup password,like UUkeys, Tennshre, ISeePassword and more...

I have also tried every password combination I would conceivable use. I don't even want to restore - I want to turn of encryption and I want to know that if I did need to restore I could.
If you do not know the password you cannot use the backup, maybe you can consider to with some third party apps.
