As a parent using Family Sharing for my own family, I can definitely see where being able to remove a child that no longer has a device would be useful. The answer depends completely on your child's age, though, so I am happy to provide a few options for you:
If your child is over 13, then use this document's "Can I remove someone from a family group?" section:
If your child is under 13, you would have to either delete their Apple ID, or transfer them to a different family group. The details on transferring can be found here:
