iTunes optimizes photos when you sync them to the device. If I'm not mistaken, the iPad 2 doesn't have retina display. Since iPad 2 resolution is much lower than the Pro, your photos are downsized a whole lot more than the Pro. The difference may be a lot if you have the larger iPad Pro. Just my wild guess.

Yes the iPad 2 doesn't have retina display

The iPad 2 and iPad Mini DO NOT HAVE retina resolution touch screens.
So, photos are larger in file size ( possibly, native, full image resolutions) on retina screen model iPads.
