If not, and if you don't want to use the phone, you can try this form to contact Support : https://www.apple.com/emea/support/itunes/contact.html
But it might take 48 hours for you to get a reply, and the reply might be to contact them by phone (as they need to confirm your id and that it's your account before they will potentially reset the questions)

Jun 20, 2016 12:41 PM in response to King_Penguinby PinkPosh,Unfortunately, my apple account has been locked because I attempted to guess my answers to my questions too many times and so when I am trying to add an alternate email address, it keeps sayong that my apple is locked.

Jun 20, 2016 12:42 PM in response to PinkPoshby King_Penguin,Adding an alternate email address won't help, you would need to have a verified rescue email address on your account to be able to reset the questions (if you don't already have one on your account you won't be able to add one if you can't remember your answers).
