It is not currently a feature of iCloud Photo Library - tell Apple what you want - http://www.apple.com/feedback/photos.html

While the face albums do not sync the face tags do so setting them up on another system is faster and easier

Not sure how setting them up AGAIN is faster and easier than just syncing? Edits sync, album sorting and organization syncs...Syncing would make it faster and easier..

Use Photos and iCloud Photo Library on multiple Mac computers - Apple Support

See the link above on what will sync between two Macs, when you sync with iCloud Photo Library.

Photos will store the searchable keywords based on Faces tiles in iCloud, but not the Faces tiles and Faces data

You are right, it is annoying that the full faces tiles do not sync, but as Laary mentioned it is easier to recreate the full faces albums on the other Mac based on the searchable faces tags.

    • Simply create for each person you want to recreate the faces a smart album with the rule "face is ....".
    • Wait a few days, until Photos has reprocessed the download photos and searched for faces. Otherwise you would have to add all faces circles manually.
    • Now enable the the option "View > Metadata > Show Faces" and open your smart album for the person Mickey Mouse or similar with "Face is Mickey Mouse".  All Mickey Mouse photos will eye in one place and you can copy and paste theme into the name field below the faces circle.

I found this to be much quicker than the first time I labelled the faces, because Photos used the searchable faces tags to suggest many recognized faces with the correct name tag.
