    It sounds like you want to change the order of entire pages at a time in Launchpad.  While it is not possible to change entire pages at a time, you can click and hold on an app and drag it to where you want it to be.  If you want to move it to a different page, drag the app to the edge of the screen, and the page will change allowing you to place it on another page.
